Nelson Passes Amendment to Grant CQA Director Authority to Identify Officers Eligible for Hazardous



Hagåtña, Guam – On August 28, 2021, Senator Nelson passed an amendment to ensure that the amount that was funded in the budget for the Guam Customs and Quarantine Agency (CQA) is used for hazardous pay, and to authorize the Director of CQA to determine whether a customs officers can receive hazardous pay if they are assigned to hazardous duty.


Currently, the Director of Administration has this authority over the Guam Customs and Quarantine Agency. This amendment puts the authority on the CQA Director to identify through the Table of Organization and Equipment (TOE) officers eligible for hazardous pay.


"We have held hearings regarding the challenges CQA has with DOA to get these officers their 10% hazardous pay. This amendment ensures that the amount funded in the budget for CQA is used for hazardous pay for customs officers and gives the Director of CQA the ability to discern what duty is hazardous, Senator Nelson.
