Senator Nelson Starts Series of Hearings on Water Rates


(Hagåtña, Guam) “Water rates are rising yet the OPA tells us that 58% of water pumped out of the ground, treated and transported is not accounted for in customer meters.” Senator Telena Cruz Nelson called the first legislative hearing on Thursday, January 26 to help the Committee and the general public understand issues of concern regarding water rates and quality of service. During the informational briefing, GWA officials stated that water losses are calculated at 53% while the industry average is about 10%. They also stated that as part of the current 5-year rate plan, GWA increased rates 6.1% and 15% in 2013, 17.4% in 2014, 16.5% in 2015 and 3.5% in 2016. The CCU and GWA’s top management were unable to attend. They are in San Francisco to make a presentation to Fitch Ratings and to meet with USEPA. Senator Nelson is requesting the CCU Chairman to make the same presentation to her Committee upon their return. Senator Telena Cruz Nelson is the Chairperson on the Committee on Housing, Utilities, Public Safety & Homeland Security. Her Committee has scheduled the next Informational Briefing to take place on Monday, February 6, 2017, 5:30 p.m. in the Guam Legislature’s Public Hearing Room.
