Relative to recognizing and commending the Honorable Alicia Anne Garrido Limtiaco for her outstanding accomplishments as the United States Attorney for the Districts of Guam and the Northern Mariana Islands; and to further extending Un Dångkolo Na Si Yuʹos Maʹåse to her for her commitment and exemplary service to the people of Guam and to Guam’s justice system.
BE IT RESOLVED BY THE COMMITTEE ON RULES OF I
MINA'TRENTAI KUÅTTRO NA LIHESLATURAN GUÅHAN:
WHEREAS, Alicia Anne Garrido Limtiaco was born on August 7, 1963, and is
the proud daughter of Francisco and Julia Limtiaco; and
WHEREAS, Alicia Limtiaco received her Bachelor of Science Degree in
Business Administration from the University of Southern California (USC) in 1985,
and her Juris Doctorate from the University of California at Los Angeles (UCLA)
School of Law in 1990; and
WHEREAS, Alicia Limtiaco worked as an Adjunct Faculty and Assistant
Professor with the University of Guam, College of Professional Studies, School of Business and Public Administration, for close to eight (8) years; and served with the
Guam Community College, Criminal Justice Program and Basic Law Enforcement
Academy for over six (6) years, training potential candidates of Guam’s law
enforcement sector; and
WHEREAS, Alicia Limtiaco served as an elected Attorney General of Guam
from January 1, 2007 to June 21, 2010; and
WHEREAS, in February 2010, Alicia Limtiaco was nominated by President
Barack Obama to serve as the United States Attorney for the Districts of Guam and the
Northern Mariana Islands; and she was confirmed by the United States Senate in April
2010. The first Chamorro female United States Attorney for the Districts of Guam and
the Northern Mariana Islands, she served honorably until March 13, 2017; and
WHEREAS, throughout her successful career, Alicia has received numerous
commendations from various organizations, such as the 1999 “Outstanding Woman of
the Year” award. In 2012, Alicia Limtiaco was honored as the “Soroptimist Founder
Region Ruby Award” recipient in California for her role in empowering women in their
personal and professional activities; and
WHEREAS, in 2013, Alicia Limtiaco was honored with several prestigious
national awards including the “Patriot Award” from the Employer Support of the Guard
and Support (ESGR), a Department of Defense program, and the “Visionary Voice
Award” from the National Sexual Violence Resource Center, which honors individuals
throughout the country for their outstanding work in the field of anti-sexual violence
within their communities; and
WHEREAS, Alicia Limtiaco was also honored as the recipient of the “2015
Alumnus of the Year Award” by the UCLA Asian Pacific Islander Law Students
Association, in recognition of her contributions to the Asian and Pacific Islander
communities; and she is the first Pacific Islander to receive the award; and
WHEREAS, Alicia Limtiaco has been a huge advocate for upholding the dignity
of human life through her tireless efforts in combating human sex trafficking; and she
has been involved in spearheading the formation of task forces and the implementation
of the Sex Offender Registration and Notification Act (SORNA) requirements by the
Government of Guam; and
WHEREAS, Alicia Limtiaco has served as the Ninth Circuit Lawyer
Representative for the U.S. District Court of Guam; as a Judicial Extern with the United
States Court for the Central District of California; and as a Law Clerk for the Superior
Court of Guam; and
WHEREAS, Alicia Limtiaco celebrates her service to the island of Guam with
her husband, Vince Munoz, and their daughter, Julia Faye Munoz; now therefore, be it
RESOLVED, that the Committee on Rules of I Mina'Trentai Kuåttro Na
Liheslaturan Guåhan does hereby, on behalf of I Liheslaturan Guåhan and the people
of Guam, recognize and commend the Honorable Alicia Anne Garrido Limtiaco for her
outstanding accomplishments as the United States Attorney for the Districts of Guam
and the Northern Mariana Islands; and does further extend Un Dångkolo Na Si Yuʹos
Maʹåse to her for her commitment and exemplary service to the people of Guam and to
Guam’s justice system; and be it further
RESOLVED, that the Speaker and the Chairperson of the Committee on Rules
certify, and the Legislative Secretary attest to, the adoption hereof, and that copies of
the same be thereafter transmitted to the Honorable Alicia Anne Garrido Limtiaco; and
to the Honorable Edward J.B. Calvo, I Magaʹlåhen Guåhan.
